E-rate description:

Cellular Service uses radio transmissions to access other telephone-company networks.  Service is provided in a particular area by a low-power transmitter.

The cost of Cellular service to eligible users is eligible for discount, but the cost of the telephones or associated maintenance on the equipment is not eligible.
